I have a friend who through loss of money has not been able to renew his visa for nearly a year.  He now might be able to renew it but needs to know the approximate cost and will he be allowed back into
Turkey in the future as he owns a property here[?]

New rules are that he won't be allowed back into Turkey for exactly the length of time of the expiry. So just under a year. Whether they actually enforce it is another matter. Not sure on the cost, it isn't going to be cheap.

Are we talking about a residence visa? If he left before it ran out all he should have to do is pay for a tourist visa on re entry.
If he left after it ran out I would have thought the customs/pass port police would have nabbed him on exit for the fine.

I don't think he has left Fi, hence no visa for nearly a year.

If not in the country there's no problem, you get a visa when you come into Turkey and if you then want to renew residency you do it then. I think the problem is, he is still here.
