Copied from a post on Fethiye FB

"It's just been on the news and as I understand it's foreign phone's registered to turkish passports that are to incur the 100TL so maybe this time we MAY be lucky?

So it looks like it might be referring to Turkish passport holders.

Well I am really peed off. I brought a phone over last year but fell foul of the new ruling which was one phone to be registered against a passport every 2 years.. My friend registered in on her passport but was on a tourist visa at the time. We had to buy a new sim card at the same time. I now have a nice shiny new phone which I have registered on my own passport but lo and behold I cant sell my other one as the phone can only be used with the sim it was registered with. I have put the sim in my new phone and am using it. Does anyone know if A. I will get my new phone cut off because I am using that sim? and B anyway around it so I can sell the first phone. Grrrr!!! not a cheap phone either.. Should I buy a new sim for my new phone?
