Construction during summer months

Hi I attended the meeting with the Mayor in March and one of the subjects was construction in Calis/Fethiye. The Mayor said there would be no construction during the summer. A construction company has just started building 2 Villas very close to us. Even though we do not have a hotel within close proximity there are several holiday villas some 7 within 10m of the land. We have had this problem for 4 years running 12 mths a year. We did manage to stop Manzara when they carried on but these people have said no they will build. It is Foca Mah Baris Manco Bul.1025 Sokak, down from Dogus market. Can George Rimmer please talk with someone on the Belediye we have tried but cannot get the problem over to them due to limited Turkish.

I always thought there was a law that did not allow building in the Summer months?

There is but it doesn't work, the builders get fined but they just pay the fine and carry on building, as it's cheaper to do this than to halt construction....
