I found this old thread that appears to be on this story.  http://www.calis-beach.co.uk/forum/index.php?topic=52602.0  I also found a Cem Cakir on Facebook, something to do with Poppy Apartments...

Think this may be a repeat of a programme shown last year
As I remarked on a similar thread on Facebook - repeat it may be,  but it serves as a timely warning to people contemplating buying property here that there are charlatans around. We were unlucky and got ripped off 6 years ago, not nearly as much as this unfortunate couple lost, but it was still a large chunk!!

It was Turkish Estate Agency - I think they are long gone now.

The programme is a repeat, first shown abt 18mths ago.  The agent is Cem who owns Poppy Apartments and he is married to Melanie. Correct me if I'm wrong but I think they do still own Poppy Apartments x

They may still own Poppy apt's, but I hope anyone reading this topic will not see Melanie in the same light.
She is a decent, honest and lovely welcoming lady, with well run, clean and friendly apt's, and as far as i am
still aware, some of the best staff I have ever encountered.
