In Spain twelve years ago my sister opened a business and obliged to employ at least six Spanish people before she was allowed to employ any other nationality.
If they wanted a wage increase and did not get it the group of six were in a position to hold her to ransom of a walk out as the locals were mostly related to her employees,and they would not have been replaced due to family loyalty.
