Forgive my ignorance.  But is there a way you can call an ambulance and be sure you will end up at Devlet?

Also, this insurance scam, does the Devlet do this too?  Is there any way of avoiding it happening?

Yes its true prices in the state hospitals are far cheaper.  I had a consultation with a doctor up here over a painful scar he charged me 15 lira.  If I had gone to Acibadem it probably would have been 50/100 lira.  Also I had my ears syringed up here in a polyclinic (tip) and that cost me 50 lira.  If Id gone to a state hospital (but I didnt have the time) Im sure this would have been far lower in price.
