My friend worked for Goldtrail this year and even though she does not have residency, she did get a work permit.  I think for reps, they make a blanket application.
I have had a work permit in the past, I did have a resident's permit and it did not take long at all, either.  The company I worked for did most of the form filling and paid any disbursements.

Tour operators based overseas can apply for a 6 month work permit in any twelve month period for their reps to be able to work for the summer season. Residency permit is required for this, but can be applied for at the same time. Residency permit state that work is not allowed, but when this type of work visa is granted, this is crossed out and a stamp put in the residency book stating which tour operator the rep can work for and the dates work is permitted between.
For other work visas other rules possibily apply.
