We brought our dog over a couple of years ago and from memory we had to do the following.

The place to start is with DEFRA and we found them to be very helpful. They actually provided us with the requirements that we had to follow. The dogs will need their vaccination papers for their annual injections and subsequent boosters and must be up to date. Not less than 15 days prior to travel the dogs must have rabies vaccinations. You must prove that they have had the injections. It is not necessary to show that the antibodies are present in the bloodstream. Not more than 72 hours before travel you need an export certificate issued by a DEFRA authorized vet to show that the dogs are fit to travel. About a month before you have fixed your date for travel inform DEFRA that you are taking your dogs out of the country. They will send the form to the nearest authorized vet to you about a week before travel. This is where you have got to be careful. I was told by the Turkish Consulate in London if the dog is on the same flight as me then I did not need the form to be stamped and approved by the Turkish Embassy. If they are not on the same flight then the form has to be approved by the Turkish Embassy and you have to visit in person. So you need to make sure that the 72 hours are actually 3 working days and not a weekend when the embassy is closed. The messages provided by DEFRA and the Turkish Embassy were conflicting. I followed the DEFRA instructions.

There are also IATA regulations on what type of crates that the dogs must be stored in. The dog must be able to turn round and stand up in an upright position. The airline was strict on this. Crate suppliers will provide you with the necessary help to make sure the right cage is purchased. I used the supplier recommended by the airline and thus in the event of a problem I would have argued that they recommended the cage maker. Under no circumstances are you allowed to give your dogs any tranquilizers. The animals must be fully alert.

We were very lucky in that we flew with GB Airways which has now been taken over by Easyjet. They treated our dog as excess baggage and she was with us up to 1.5 hours before we flew. In fact by the time we handed her over we had to rush to the gate. No time for the duty free shop. They also showed us her being loaded and the captain even confirmed that the hold where she was stored was  pressurized before we left.

I am sure whatever airline you use to transfort the dogs will provide you with the necessary information. Some airlines outsource the work to specialist companies and you will have to follow their requirements.

Good Luck and if I can give you any more info just email me.

Brought my dog 'Ben' to Tutkey just over 4 years ago, first i got him a pet passport, via local vet, microchip done by RSPCA at the time they were doing a special offer on this. my vet told me when to apply to DEFRA as you need a vet for this. finally the day arrived left England (with car) and all necessary forms, Leaving 'old Blighty' they checked all documents. drove through France, Italy to the port of Ancona. then ferry to Çeşme, Turkey wasn't even asked for the documents anywhere else ! i drove (thought it would be better for Ben) he is nearly 13 years old now.
