Please can someone tell me what month do I plant daffodil and tulip bulbs

Anytime in the next couple of months for spring flowering, or if you leave the planting until March / April you might get flowers for the Autumn.

Plant them in the ground or in pots with fairly well-drained soil. You don't want them to be sitting in water if it rains because they'll just rot.

I'm not sure whether it's still there but there used to be a little shop behind the "Everyday Fruit & Veg Market" that always had a very varied stock of bulbs.

Tulips originated in Turkey {not Amsterdam} which is why it is the national flower and features in the tourist brochures for the country. Not a lot of people wanted to know that.

He's your "go to man" then. Far more knowledgeable about what will grow in the area and much cheaper than any of the garden centres.

A101 have a selection of daff, tulip bulbs etc 3.50 tl a pack...

As well as bulbs I see seed packets coming into stock. Is it the right time to pot these ?

Depends what they're the seeds of. Check the packets. They usually have a sowing guide on the back.
