site water meter registration

Don't know if any other small complexes have had this problem, if so, any replies may be useful.
I am on a 9 apt complex, all sold and the owners water meters all registered. The only meter that isn't is the site/communal meter. Not that it's used for much, but over 3 yrs+, the units are building up.
The builder never registered it 3 yrs ago, and as I am now living here, thought it about time it was registered so it can be tagged and the bill finally paid up to date.
I went to register it today, explained the situation etc, and was told I would need to contact a local shop/merchant and probably have new pipes constructed and a new meter fitted before registration.
Has any one else been in a similar situation or what the water company has said, make any sense to any other owners in a similar position?
