I'm coming out for a week (not in that way!) at the end of March and I'm wondering if I can pay my council tax for the year whilst I'm over?

You help appreciated as ever

If the bills are out there should be no problem. We always pay late (June or later) and get about a 1ytl fine.

There aren't any bills to come out in Fethiye, just take your tapu (or copy) to the belediye office any time from end Jan
