Exterior property decoration

We were hoping someone else has experienced this problem and can offer some advice.
We have owned our property since 2007 and it is now well overdue for a lick of paint to the outside. The property is a 3 storey duplex and we own the top 2 floors, with our neighbours owning the ground floor apartment.
 Here is where the problem lies, we have approached our neighbours with 2 quotations to decorate the whole block in one go, but our emails remain ignored.
 It makes sense to decorate all in one go 1.To reduce the cost & 2. To prevent the paint/colour fading if decorated at different times.
Any advice on where we go from here would be appreciated.

Andy some people are not good with e-mail and often do not regularly check their mail, and in many cases change their e-mail address as they are cut off for non usage by their provider.  Which is a long winded way of saying they may not be ignoring your mails, so can I suggest that you try to contact them through some other means.  Hopefully you'll then get an answer, or even better the right answer to paint the villa.
