Restaurants open over the Winter, afternoon tea and carbonara!

Hello everyone  
I see there was a post about this topic last winter but how about one for this year? Which restaurants and bars will I find open in Jan/Feb 2020?

Also, does anyone know somewhere that does afternoon tea? I mean the full shebang, not turkish tea and a slice of cake. Would like to treat somebody.

Finally, I'm always on the look out for spaghetti carbonara but done properly, i.e. without cream! Does anyone know of anywhere?
