No, you aren`t doing anything wrong.
You can get your phone unblocked, but it means sending it off to Ankara and paying a disgusting amount of money for the privilege.
You may as well buy a new one in Turkey, it will be cheaper than getting your other one unblocked.

All you have to do now is take your new UK purchased phone to the main phone shop in Mugla. Show your receipt,your passport showing last entry stamp, 2 photos and the phone shop will register it there and then. As Starman says,you are allowed to bring a phone from abroad once a year.There is talk of one of the phone shops in Fethiye being allowed to do this but dont know which one or when.

Thanks for your speedy reply, we will probably take your advice and buy a Turkish mobile and save all the hassle. More money.....

k done all steps 1 - 9 no problem but step 10, click on "Unregistered Handset Inquiry" is not there can someone please help

It doesn't work - I think it did at one time but not anymore. I tried it last year and I had the same problem as you. Buy a Turkish mobile and save yourself some hassle.
