There is no otogar in Kemer, as you say you pick them up on the street.
If you go to the dolmus station in Fethiye behind the petrol stations, a lot of the dolmus routes have boards/bits of paper with timetables printed on or just speak to a driver and he will probably produce a typed timetable for you. Travelling on the dolmus is such a fun way of exploring the area around Fethiye - we just love it.

If you're in the town square in Kemer, cross the bridge over the river and you'll see an area where a number of the dolmuses congregate. I think it's where they also hold they weekly market.

I'd definitely recommend a trip up to Seki and Elmali at this time of the year for the snowscenes as well as in the springtime when the apple blossom is in full bloom.

Each of the co-operatives that run out of Fethiye Dolmus Otogar produce a leaflet of routes, times and fares which you can get a copy of.
