I have a laptop which I bought in England, just before I moved here. It is just over 3 years old, and has been working fine up till about a month ago. The it started freezing at the most inopportune time resulting in me turning it of at the mains. When restarting it sometimes takes 3 to 4 goes before it boots in. Does anyone know why, or does anyone know a good computer engineer who may be able to fix the problem.

Sounds like a virus problem. Run a full virus scan to see what it finds. Good Luck.

RWR is probably right - sounds like a virus. Another problem could be that your hard drive is full.  If a virus there are two free programs that are very good - Comodo Firewall and Comodo Anti-virus. If you dont have any protection these are a very good start.  Just search on Google.

I have a good friend Devrim who will come to sort your laptop for you. He speaks excellent english and charges 30lira for any probs. If you go to tradesmen topic his number is there.
