Just completed the resident permit fascade[xx(], big thanks to Ian at Fethiye Times for there step by step guide, and my friend on the txt for the whereabouts of buildings.

we did it all on our own, a most interesting experience :)

But since FT's publication there have been some minor changes to update anyone wishing to move over this year, i've put in red.

Getting Your Residence Permit In Fethiye
Step by Step Guide for English Citizens

You will need for this process: PER PERSON

10 passport sized photographs
3 copies of your passport photo page and 2 copies of the page where your last tourist visa is located. 2 for the passport police and 1 2 for the Muhtar.

Please make sure you have enough time left on your passport for the number of years of residence you want otherwise you may only be get the number of years left on your passport.
 
1 copy of your passport photo page

A copy of a bank statement or pension statement to prove that you have enough money to live in Turkey

A copy of your deed/tapu or rental contract
 
Your passport

Cash - As follows - Residents Permit Fee
i. 1 year 456 456.40 YTL, 2 years 888894.60 YTL, 3 years approx 1,320 YTL, 5 years approx 2,184 YTL. you need to check as prices change !!!!!
ii.      6670 YTL per application to Mugla PTT visa office (not required for permit renewals).
iii.      4.5 YTL per application fee to the PTT for handling the payment (not required for permit renewals)

H. Your existing residence permit if renewing

The office hours are from 9:00 am to 12:00 and 1:00 pm to 5.00 pm Monday to Friday, or if no-one is in

Step by Step Guide
Step 1
Go to the Maliye office (from calis at the roundabout (the one lit up like a merrygoround at night, 3rd exit, where the big american yellow resturant lorry is) first floor and visit the desk on the right. Ask to pay the fee for the residence visa. They will print off a form which you must take to the cash desk on the ground floor and pay the relevant fee (G.i). correct, but the first floor will also  FOB YOU OFF AND SEND YOU TO THE PASSPORT POLICE FIRST - they will try it, stand your ground![:(!]

It makes good sence to write the following words down and point at throughout the day:-
Resident Permit - Oturma izni
Official receipt - Resmi makbuz


On the ground floor queue up and hand your form in, then shuffle to right a bit more and hand cash to different person (cashier)
They will stamp it paid and sign it. Take this back to the desk on the first floor that gave you the form and hand them the receipt. They will then issue you with a formal receipt. DON'T LET THEM FOB YOU OFF AND SEND YOU TO THE PASSPORT POLICE FIRST - they will try it - Choc Comic! no need to go back to first floor, you can leave building with receipts per person, everything is per person

Step 2

Go to your local Muhtar, there are three around here, depending where you live, apparantly the Lissa complexes are actually in Gunabasi not Calis (which is great as the last time I saw the Calis Mutla stationed in his little hut beside the hospital we came to a heated disagreement about his signature worth 530Euros, he got 20 ytl instead and some verbal) anyway there is a far nicer Mutla at the "wedding Square" who will only charge you 10YTL the register the and register that you live in your property if you haven't already. They will need two of your photographs and a copy of your passport. They will complete a registration document and give you a copy of this. You must take this with you to the passport police in Step 3. we had to also go to the main police station on the main Gunabasi/Fethiye road with the form the Mutla filled out and get it signed by the Police Station NOT the passport police, and take it back to the Mutla.

Step 3

Go to the passport police (This is not situated in the harbour at all but at the marina entrance the very far side of the harbour, where the ECE SERAY sign is, do not go to the passport portacabin looking thing as that is customs, keep walking past.)  and ask for a residence application form. Complete the form at the police office. Hand them the:

·         8 passport sized photographs (A)

·         The 2 copies of your passport and visa page (B)

·         The copy of your bank statement (D)

·         The copy of your deed/tapu or rental contract (E)

·         The receipt from the Maliye

·         Your existing residence permit (H) if applicable

·         The Muhtar registration document.

The passport police will collate your papers and hand you another form to fill in.

Changed a bit here, they give you the form, per person, fill it in and continue your quest going to step 4, do not hand anything to the passport police yet, they're not interested yet.

Step 4

Take the form and go to the KAYMAKAMLIK office. This is situated next to GIMA supermarket.

The building houses, among other things, the courts so can be very busy. When you get through the entrance door turn left immediately and continue along the floor then turn right and go up the stairs. Immediately ahead are the courts and you will see an armed guard in uniform. Don't go ahead turn left and the office is three steps to the right - named KAYMAKAMLIK. Enter the office - say ‘Effendim' to get the persons attention (they may ignore you otherwise) and hand them the form. They will stamp it and sign it. Correct, but soon this office may move, you may of noticed the construction going on beside the State hospital, I am told this is going to be the new law courts and where all the solictors are going to be based, and yes if you have just realised, you will have to go from one end of Fethiye to the other just to get one signature!!:(

 

Step 5

Leave the building and turn left and walk to the PTT.

Enter the PTT and complete a grey payment form these are now white. They are littered around on the writing benches. On the topbottom section put the name of the person to be paid MUGLA EMNIYET MUDURLUGU YABANCILAR SUBE MUDURLUGU ADINA. On the bottomtop put your name and address.  Write the total to be paid on the form as 6670 YTL.  Go to desk 6 or 7 and pay 66 YTLGo and queue up in the long line, there is no dedicated desk anymore, and pay the 70 YTL plus 4.5 YTL fee for the PTT. They will issue you with a receipt. Keep this safe as you will need to give it to the passport police.

Step 6

Take the form that was signed in step 3 to the police station opposite the PTT and next to the Turkey Is Bank. There is an armed guard outside and another guard just inside the door. Go past that guard and to the information desk ahead and to the left (small hatch type window). Give them your form. They will stamp it and give it back. Take the form upstairs. At the top of the stairs turn left go ahead and turn right and go the DANISMA office, which is office on the left as you look ahead at the two offices facing you.The person behind the hatch will tell you to go to office 16, top of stairs on right, the door will probably be shut, this next bit is up to you, but we knocked hard and walked in ...... to interupt the Chief of polices' meeting with his collegues, so what else to do just hand the most senior looking one the form and they will sign and stamp, I will point out at this stage that the form and what we have have written on the form about passport details etc have not been checked by one single person yet!!!! Hand them the form. Wait there as they go and get the boss to sign your form.

Step 7

Return to the passport police (feel free to stop and have a drink and collate your papers, we started at 9.30am and now its 3.00pm, but we did stop off at the printers to pick up our 1000 business cards for 40YTL for our jewelery shop "Diamonds are Forever") and give the your signed form and now hand them:

·         8 passport sized photographs (A)

·         The 2 copies of your passport and visa page (B)

·         The copy of your bank statement (D)

·         The copy of your deed/tapu or rental contract (E)

·         The receipt from the Maliye

·         Your existing residence permit (H) if applicable

·         The Muhtar registration document.

and the receipt from the PTT


The passport police will collate your papers and hand you another form to fill in. They will add these to your now large sheaf of papers. Hand them your real passport (F).

At this stage the passport police may say that the process is finished and you will hear from them sometime in the future. However, there are 2 things you need from them

An authorised copy of your passport (C) to use as ID whilst your passport is away otherwise you won't be able to use your credit card or prove your identity to the authorities.

The document number of your application. You will need this to track your application at Mugla.

And that's that!!! Time for a ANOTHER well earned drink!!

extra notes:-
Make sure you get a copy of everything for yourself, especially the living thing from the Mutla, very handy.

If anyone one wants a hand at no charge (that gonna upset a few people!!:D:D:D), except for funding the drink periods required, its easy once you done it once.

Nice one Dipps. its sounds like quite a stressful day.If you stopped for a drink after each stage at least you'd be too drunk to care at the end:D

Forgot to mention, there are plenty of places that do copies and photos, but my favorite is the "mini WH Smith" i go to. From the dolmus/mosque go back down the slopy road and turn left at lights into the main street - cross the road and its 100 yards on your right for photocopies, sells all the stationery stuff, walk out the other end of the shop (it has two entrances back n front) and there is a photographer opposite. 10 colour photos cost 5YTL, there is another photo shop around the corner of the Isbank.

After being resident for 5 years you could, of course, apply for Turkish Nationality and save 2184 YTL and all the hard work that Dippey Went through. You can still be a UK citizen as well. Worth thinking about.!!

Correct WW, as soon as the five years is up we will be applying for citizenship, personally speaking, I would expect foreigners residing in UK to as well.

Basically the procedures for obtaining Turkish citizenship are not too bad. You have to have been a resident here for 5 years, unless you are married to a Turkish citizen, in which case it is 3 years. You must not have a criminal record here, have sufficient funds to support yourself without having to work (although you can work when you get it). You have to be healthy and you do have to see 8 specialists in the new devlet hospital. This entails getting a form from reception and working your way down the list of doctors. ENT, heart specialist etc . You then have to pass a test in Turkish. I believe this part is going to be dropped or certainly relaxed. When I tok mine it was not to bad but the worse thing is sitting in front of the Mugla Governor. He is surrounded by chief of police. Health ministry officer.and several other oficials who ask you a few polite questions in Turkish. The questions are easy but the room is so big that it is difficult to hear what is being asked. When you have completed all the procedures you will eventually hear from Ankara and you have to go to the Fethiye Nufus office and collect your new id card.The waiting time is about 10 months so I advise anyone who is doing it to get a 1 year residence permit after your 5 year one expires. Dont apply for a longer time cos there are no refunds.
