Buying of Tourist Land

We are very confused about this and have read about building on Tourist land on this website.  We would like to know.  If tourist land is designated as sites of beauty to be enjoyed by tourists, how do builders get permission to build?  Once a complex is built and there are no Tapu's how do the builders manage eventually to get them?  Does the council suddenly decide to re-designate the land as "non tourist" and give everyone Tapu's or do they send in the Bulldozers? has this every happened?  Also how do you know if the house you are buying is on tourist land? - apart from buying from Keith,Yetkin and Cenk, who don't sell on tourist land. Is there a plan of Calis somewhere showing Tourist Land?
We would like to buy a bigger place eventually and this information would be useful.
