Beach buggys

Dont know if anyone else has noticed this year there are many more beach buggys and now go karts on the roads around Ovacik.
Dont want to be a spoil sport but they seem pretty dangerous to me as we nearly had an accident with one on the main road toward Fethiye driven by what looked like a 14 year old!

What the requirements to drive these[insurance etc] and are they legal?

The few that I've seen parading Calis have all had number plates affixed therefore they ought to be legal. If they have 'papers' then basic compulsory insurance shouldn't be a problem either. I think in the wrong or inexperienced hands they can be dangerous and I certainly wouldn't want to use one without a 4 point seat harness.
