If you are planning on taking your car out of Turkey I would recommemd getting your Green card locally from your insurance agent. We tried to get one at Ipsala and the sigorta agent there could not get his system to tie up with my tax number and as it was a Sunday we could get not get an answer from our own insurance company.
We did manage to get a green card for 15 days which is the maximum you can get without using your tax number.
Very frustrating when you have a ferry to catch and can't seem to get out of Turkey.
