Army service and the Turkish economy

I thought his was quite an interesting story and a clever money making scheme by the government... Tomorrow a new law will be put in place that means everyone over age 26 can buy their way out of doing their army service (previously only people with indefinate residence in another country could) Fees start from 10,000 euros and over 500,000 people are eligable to sign up for this new deal. As a further incentive payments can be made in increments.
Turkey's deficit is currently around 54 billion, I haven't drunk enough coffee to work out the impact of this move, but it seems like a clever way to go without raising taxes.
