Living permission

Hi

I wonder if someone can help us.  Having purchase our villa over 3 years ago, we do still not seem to have been granted living permision by the builder.  The builder lives on site and has still not completed the inside one of the villas .  We are caught as we cannot be granted 'living permission' as one of the villas on the complex in uninhabitatible and on top of this we are paying the builders rate electricty costs which to our understanding is much higher that the domestic rate.

We are concerned about the living permission and unclear of what this actually means!  Also can we sell the property if we wish?  Does it remain ours or due to lack of living permission does ownership revert to the builder?  

We are getting concerned as the builder is not moving on this.

Please can someone help or advise us what to do>
