we are a small complex of twelve apartments, and in the process of re-negotiating out maintence agreement, we have had a favourable quote but threr is one small issue, currently the the utilities are in the name of the builder and we are paying builders rates rather than residential, the company in question are not willing to deal with the bills under these circumstances, they are requesting that we put the accounts in one persons name not something ony one person should talke responsibilty for canany help what do other complexs do to overcome this. sonia and gerry shortland
