3 phase electricity

We own on a complex of 6 year old duplex apartments in Calis. The complex has suffered a couple of fuse box fires, and we are told that these are due to power surges at peak times. Has anyone else had similar problems and if so, what was the remedy? I am told that new builds would now have 3 phase electricity as standard, and that might be the (expensive) answer for us, but that this wasn't done as standard 6 years ago. Someone has also mentioned regulators as a possibility. Can anyone suggest a cost effective answer that might suit all of the owners on the complex?

From what I understood from Bayram this was our problem if you see this link it was easily rectified give hima call.

We've got 3 phase in Kaya but it still causes a problem. If there's a voltage drop we lose power in half the house.
