Can anyone tell me if you need tax and insurance on an electric scooter? And do they go up inclines or not?  Thanks!

No tax or insurance required. As for inclines it depends on how steep and how hard you peddle.

So what happens if by any chance they run into your car or hit a pedestrian if they dont need insurance.

Probably the same as happens here if a push bike runs in to you as happened to me absolutely nothing you foot the bill.
