Sounds like a step in the right direction, unfortunately it may also lead to a number of animals being abandoned by owners who do not want to undertake training. Policing it will also be a big problem I think. But full marks to Turkey for trying to protect animals better.

How many of us really think this is going to be a positive move as far as animal welfare is concerned ?
