Two poor little dogs

We went to the Wine House about 6pm last night, parked in the square & on the left, high up in a garden coming out of the square saw a Mum & pup that were so very thin, you could see all of their ribs. Couldn't see anyone about, They are Turkish owned. What can we do?

We see these dogs every week, yes they are a bit skinny but we have seen a lot worse, the best thing you do is offer them some food, either over the fence or knock on their door and give them a small bag of food or scraps for the dogs, do not give them a large sack.
