Need Residency to get DASK?

Forgive me if I am wrong here (I have just had a Crabbies and may not be thinking too straight) but, to quote the first poster "that she has not been unable to obtain DASK insurance without a residency number for some of her Customers since the beginning of the month???" surely translates that she has been able to get DASK insurance - positives and negatives etc.
