Can anyone recommend anyone in Fethiye area who is capable of unlocking mobile phones brought from UK?

Most of the independent shops are capable of unlocking them but they don't give any guarantee that they'll still work. You need to think hard about whether you're willing to take the chance.

Taking it to a shop has resulted in it being hard locked

Sorry, if it's hard-locked you've got to go to the company / network from which it came.
