You're right, the legislation mentioned in the article does appear, on the surface, mostly positive.
It'll be interesting to see if the most important piece of legislation they mentioned actually materialises, and how diluted it ends up from what it should be:
This year, the government will likely implement a much-awaited law to curb the domestic violence and violence targeting women. Tentatively named the "Özgecan bill" after a young woman raped and murdered by the driver of a passenger bus she boarded last year, the law aims to deter the potential perpetrators. It is expected to bring harsh sentences to those convicted of lethal domestic violence and crimes against women.
The cynical side of me also wonders about giving muhtars the power to officiate at marriages. It wont make a lot of difference in the more liberal and educated west of the country, but the ramifications for women in the east...

The new license law they are proposing is one that should have been brought in to the UK years ago imo.
I don't think a new driver should get behind the wheel of a supercar until they have gained more experience by driving for a probationary period.

It WAS brought into force in the UK years ago ! Although neither the proposed Turkish law or the current UK law mentions driving "supercars".
The New Drivers Act of 1995 applies to all persons passing their test after 1st June 1997.

Thanks for the correction KKOB, just think it is crazy a person that passes a test can get behind the wheel of a fast car the next day.

It would seem reasonable to me to make it a legal requirement to have the provisional driver "P" plate for a period of time (a year?) after passing the "normal" driving test - or perhaps until a second test is taken that includes motorways and higher speed travelling (following more lessons that include those things).
Just about all cars are capable of high top speeds and the new driver has no real experience of handling the varying conditions at those speeds.
The condition, nature and use of the roads vary considerably - with inclement weather (rain, fog) having a strong effect on how the car performs.
Additional lessons and a more stringent second test would surely help.

Should have realised it's supercars in Turkey not Fiestas on the M5.
