Been a change recently (9th June) regarding payments received for short term rentals.
Now against the law to accept cash - all payments must be made via a bank or the PTT.
Gazetted on 9th June 2017, No 30085.

A Turkish bank?

Its not specific, so would assume any bank.

We were told a few years ago by a Turkish accountant that provided there was a paper trail available for the payments it wouldn't matter where the bank was based.

It has to be a Turkish bank account so informed by the accountant this year.

As I said, nothing in the new law (that I can see!) to suggest it has to be a Turkish bank. It does highlight, as KKOB mentioned, that there has to be an audit trail provable by documentation.
Although, like everything in Turkey, local interpretation of legislation is often more important than the actual wording of the legislation itself.
