Thank you for your email regarding our information on residency permits contained in the Living In guide on GOV.UK

The information is still current. The new Law on Foreigners and International Protection comes into force on 11th April 2014.
As yet the Department of Migration Management (DGMM) have not released any further details regarding the processes including costs, documents required or method of application.
The law does state that for first time applicants like yourselves the application must be done in your country of nationality or legal residence (i.e. UK) and subsequent renewals from within Turkey at the new Migration offices which are due to open later in the year. The DGMM will take over the responsibility of residency from the Yabancilar Department of the Turkish National Police on 11th April, however, there is likely to be a delay in the enforcing of any rules within the law until the new offices are up and running and no timescales have been given yet.
As soon as the details are released by the DGMM they will be published by ourselves through social media-our UK in Turkey facebook page carries up to date articles and our Living in Guide on GOV.UK will be updated to reflect the changes.

Found this today, on YellAli.

New laws & procedures -  YellAli is currently awaiting official confirmation regarding a possible delay with the new residency permit rules. As yet, there has been no official announcement from the Interior Ministry's General Directorate of Migration office.
However, we anticipate that on April 10th the new procedures will not be enforced and instead, be postponed. However, this has not been officially confirmed.
There will be an announcement very soon and we will publish this information when it is confirmed.
