when discussing benefits please be careful in the terminology you are using. There is no such benefit as Disability Benefit! incapacity benefit, disability living allowance, attendance allowance, industrial injuries disablement benefit and income support are the correct names.please if you are looking anything up on websites please ensure you look at the goverment websites, yes they are long and confusing but if you follow the wrong advise you could find you owe money back or in some cases you may you be ok. The best you can do is to talk to your local office or contact the newcastle office that deals with overseas payments.
Stoop you,ve done well in quoting the website but you are wrong in one thing people who have NOT paid National insurance cannot get incapacity benefit - i should know i worked for 20 years for the DWP as it is now called,dealing with customers who were sick or injured.
People who do not pay into the scheme either get income support or disabilty living allowance and they have to have the correct paper work to say they can stay, or are waiting for a decision to say they can stay in the uk, which is the immigration office.
