Title: garden blight

Can anyone give advice!!!!
Our  shrubs/plants especially Lantana have been affected badly by a blight/fungus  Some we planted when we first bought our apartment 4yrs ago and they had thrived over the years but this year we at to remove several.I planted Oreander in their place but apparently these are now suffering.The gardener treated them but with little result. Just wondered if anyone else have had the same problem.

Little shop near the fish market.... its along the outside part of the market.
He sells all sorts of garden feeds and mixtures.

I had a big problem last year with my roses so took some evidence of it to the garden centres and they sold me a fixative, worked brilliantly.
