Last week my brother decided to buy a scooter.But he learn to know about Scooter Insurance.What is the basic purpose of Scooter Insurance? Did Scooter Insurance is necessary?

When he gets stopped by the police he will find out why its necessary or god forbid he is ever envolved in an accident.And also its law here.
