In fact we are all wrong about this. I have checked with the local council and the calculation includes the following.
1. The location of the plot of land.
2. The size of the plot of land
3. Is there a property on the land.
4. The value recorded on the tapu.

Based on these factors  a formula is applied.

And then the sum calculated is split between the number of people on the tapu?

We were told by our builder if we wanted both names on our tapu that we would have to pay double council tax.

We did have both names put on and when we went to pay in June (so would include fine as well)we were given two bills one in each name for 59.44TL each.

Absolute bargin I reckon-we pay £190 a month here in the UK!

Hmmm,

just paid 220 Lira per person (2 of us) for ours  - a 3 bed apt, 130m2 near the sea front.

Again this included a fine for late payment.

Seemed cheap by UK standards but now not so sure !
