This is speculation.

Erdogan has frequently been described as someone who wants to renew the spirit of the Ottoman Empire in Turkey. His dream may be to be in position as Prime Minister/President {whichever has the most power} in 2023 in order to arrange and glory in the anniversary extravaganzas of that year - events not intended to celebrate 100 years of the Turkish Republic but to commemorate the end of the Ottoman era. By that time he hopes to have rolled back the achievements of the Republic to place Turkey far closer to its Ottoman roots.

By the second half of the 19th century the Ottoman Empire was described as "The Sick Man of Europe" a title it had earned by its leaders' combination of incompetence, conspiracy and corruption. Bearing this in mind, you have to say that Erdogan is well on track for 2023.
