Are these Internet packages any good?

Lately the internet has been very bad as we all know.
My question are, 
1)  Do these ''packages'' come over the same lines that our PC's/Laptops use? If they do, surely they will have the same buffering problems.
2)  Do you still have to have an IP hider to watch TV Catchup etc?
From those people having or had one of these packages, how would you rate the reception in comparison with your PC or laptop.

I know I can ask the suppliers, but I would prefer to ask the users or ex-users of them.

1. Yes you still have to rely on good old TTnet to provide the actual wire/fibre.
2. Yes you need to hide your Turkish IP address for UK television. You can however access UK TV using FilmOn which doesn't require  a VPN.
