Dont know anything about a stupid law but you have always needed residence permits up here to buy a car.

Anyone tried to sell their car without residency lately.  Is it still a no no?
Don't know about Istanbul, Starman, but here one minute you can buy a car without residency (like I and loads of others did) next thing we know it's all changed.  No buying, no selling until you fork out for residency.  someone said it was an glitch/oversight in the new Notary software but haven't heard anything else since.

We have sold our car this week with no residency never even mentioned it.

past the fish market (towards the mosque) over the road up a scruffy corridor and up to the 1st floor sorry I cant be more specific Peecee but it did say notary on the outside but if you didnt know it was there you would miss it.

I am in the process of purchasing a scooter - used the notary behind Kent Vet - the translator there asked me if I had residency and when I had taken it out?  They need to be able to get the Turkish Kimlik number off the computer - once you have residency this can take 4-6 weeks to appear on the system - so they say even if you have residency you have to wait until you have this number to buy or sell.  The asked for Residency Permit, Passport and my Tax Number.

I have been today looking at new cars in the Fiat dealers, the first question I was asked is, do you have residency, she said you can not buy a car without it
