Buying a Car in Turkey

Can anyone tell me are there any restrictions on buying a car in Turkey?
What documents would i need ? Would i have to become a resident before i do buy one .

The laws in Turkey can change very easily though, needs to be checked out if this still applies.  :)

It is one question (possibly of quite a few) where I really do not know what the answer is. Just like the people who make the rules.
