Is there a standing charge on water bills in Turkey

Iv just go mine & my neighbours water bills out of the meter cupboard and noticed my neighbours bill has a small amount to pay even though they have not been here for this bill...on going through some of my old bills iv had bills for the exact same amount, which must be nigh on impossible to use the exact same amount of water each month...so im curious to know if there is something like a standing charge here on the water bills? Many thanks fr any info   :)

Is the amount showing on the line that is notated as "Eski Borc"? if so that's amount unpaid from  the previous period.

Iv just had a look and the Eski Borc column on both of our bills says 0! Actually on looking iv just seen my bill in Genel Toplam has an amount and my neighbour"s is 0 Genel Toplam means final price or similar words doesnt it!
