Construction Permit

I am putting my details together to get the sewarage connected to my house but have been told I need the construction permit. I only have the tapu which includes the living permit. Where would I get the construction permit as the house was a private sale from a third person. Can anyone answer this one for me please.

I think its the equivalent of planning permission,you need to apply to the Beledyie for permission to carry out the work.
