Having checked on Wikiepedia, I believe that Jim Hines, of the USA, was the first man to run a sub 10 second 100 metres (9.95 seconds)and that was at the height altitude of Mexico city in 1968.
That being the case, he would have finished a full 4 mitres behind Bolt. Maybe more given the altitude factor.
