I've just been asking my Turkish friend about the Saglik Ocagi: apparently there are 2 which serve the Calis area - one is Foca Mah and the other is Akarca Mah. I am informed that these are, in fact, the GP surgeries. My friend was surprised though at why we would want to go and see a GP and why we wouldn't just go straight to the hospital. I explained that the Devlet Hastanesi is a bit like a cattle market at the best of times with many people waiting to see one Dr. She then told me that it's possible to make an appointment, online, before you visit the hospital, which is something I wasn't aware of - and the appointment is for that day! (Listen up NHS, lol).

http://www.fethiyedh.gov.tr/ and on the left hand side you'll see a green square with Hastane Rendevu Merkezi. When you click on that you will need to enter your Kimlik Number and password. To get the password you'll need to register. This is all in Turkish but I've just done it myself (with no help!) so I'll try to remember how I did it:
when you have entered your Kimlik No. you'll need to click on Yeni Uye - this will open the registration form.
Adi = First Name
Soyadi = Surname
Cinsiyeti = M/F (Erkek/Kadin)
Dogum Yeri = year of birth
Dogum Tarihi = date of birth (drop down calendar)
Baba Adi = Father's name
Anne Adi = Mother's name
Then it asks for telephone number (mobile & house); email address x2 and password x2
When you've entered all that, click enter and a message will come up which says that an email has been sent to you - check your emails (including Junk mail) and voila - you should have an email from the hospital. You should then be able to go back to the Hospital's website and make your appointment.... good luck!
