Title: Advice please.

I go to the cemetary every week. (in the U.K.) Unfortunately it takes nearly 2 hours and 2 buses and a bit of a walk to get there, and the same back.
 Does anyone know of a flowering hardy plant, that wont grow too much, that I can plant in the cemetary?

Try hardy Fuscia's Mary62.  You can get dwarf ones and some have lovely colours.    :)

Look at the small and compact Alpine Plants in the Garden Centre.  Idea for cold and windy open spaces like a Cemetery as they are very hardy.
