Title: Changing Name of Telephone Line - Info needed please

Our friend (who has residency) is moving into a rented property which has a land line and ADSL in the name of the current renters.  Can anybody advise how to change the existing line into my friends name when they take up occupation in the next 3 weeks.   Any info would be appreciated.

I had to go along to the telecom office by the cinema along with the person in whose name my phone was. We both needed passports, residency books, kimlik nos & a huge amount of patience, as it took around an hour & a half! There was only one person there who spoke a modicum of English, so it may have been quicker had we had a Turkish speaker with us.
