As lira on high, is it advisable to change sterling to lira. About 10 k using for when in turkey approx 3 times a year

I would say most definitely not. The lira is on a 10 year slide and nothing looks like stopping it any time soon. Buy it as you need it - unless you want to buy loads of lira at 6.4 to spend next year when it is 8.4 or who knows what...

speaking to locals there expecting between 7-8 lira to the pound by Christmas great for tourism but no good for the locals one or two even thought it could reach 9

That's a wee bit optimistic, the way it's heading it could be seven before the end of this month.
