Chrome plating has next to no corrosion protection characteristics so it would be pretty unlikely to be used on your pool steps. It wouldn't last much more than a week   :)

Can we make an appointment for you to come and see the steps Keith in the capacity of your day job?  I am sure your company will pay your expenses.  ;D

We will have to stop listening to local pool experts in future   ;)

Pool steps are normally stainless steel and most of the ones sold here are not the highest standard but will do the job for years if the pool chemicals are balanced correctly. Re-chroming is not the normal option just a quick fix and more cosmetic rather than long lasting.
