I think your growth on the radiator leg is oxidization, which is just a chemical reaction between the pipe the chrome and oxygen.
It looks like you really pushed the boat out when you selected your hotel.  ;)

I've just checked hotels in Perth at Booking.com

Prices (double including breakfast)

Queens Hotel   £84/night
Salutation Hotel £66/night
Lovat Hotel £72/night
Station Hotel 28p/night

Most quirky and unusual and also very beautiful Boutique Hotel we stayed in was in Rhodes. less than 10 rooms, every one different, fabulous staff and great location.  We would go back anytime.  Owned by two older Greek Fashion designers who used to design for Ursula Andres and Sophie Loren.  One of them was at the Hotel when we were staying, lovely man.  Also a fasinating photo gallery of the fashion and the film stars in their Hotel shop.    Have to say fashion and a great place to stay was really my cup of tea... ;D  ;)
