A tale doing the rounds

A few years ago, a small rural town in Spain was twinned with a similar one in  Greece.  The Greek mayor visited the Spanish one and was astonished at the mansion in which he lived.  
How could he afford such a house he asked?.  " You see that bridge over there, the EU gave us a grant to build a four lane bridge, but by building a single lane with traffic lights at either end this house was built for free".
The following year the Spanish mayor went to Greece.  He was amazed at the house of his Greek opposite number, all gold taps and marble floors, "how had he afforded it" he asked in wonder.  The Greek said
"You see that bridge over there? "  The Spaniard replied " NO "  :)
